What is the Best we can "Narrow Down" Captain Scott for Retrieval?

I can not find a combo of Polestars with a Pool smaller than 16.

I have gotten 1701 O'Brien both times I tried for him.

Also, can someone explain why he is said to be the best to use on The Proton Ship?

    He has sky high passive ship abilities (not shown in the vault).

    But you're right that he is essentially impossible to retrieve, since he only has four traits (HSF + Jury Rigger) and only one skill (which all[?] Jury Riggers have anyway), so even if you're willing to use a 5-star polestar in the mix there's a lot of people that fit the bill.

    The odds are 7.6% and getting worse. The answer is don't bother trying. There are better crew to use your quantum on.
