That's the thing - it isn't. Citations are one of the most overpriced items in this game. Its value is far lower than its retail price. That's why everyone hoards honor for honor sales.
I spend my fair share playing this game, and I still feel dirty every time I do, because I know I am being ripped off. Granted - yes - I spent the money, so clearly I was motivated. But I could afford it. That doesn't mean I think what I purchased was necessarily a good value.
The latter matters - particularly when you are dealing with player goodwill, and customer loyalty.
If WRG wants to generate more income, why not come up with a reasonably priced way for me to buy some packs that won't all be 100% honor? I don't need a purple citation, I've finished them all already. I need gold ones though. Change the reward on this Objective Event from purple to gold, and it suddenly becomes worth people's time.

I think this is the issue. This event was not structured for more seasoned players. It was structured for players who spend DIL.
Something that was structured for seasoned players would involve using more higher level crew. Hitting longer voyages. More advanced strategies. But instead this event was structured so that it doesn't make a difference if you're seasoned or not. Just that you're willing to spend DIL.

I would like to offer some perspective.
As with anything, it is up to each and everyone to make the assessment as to whether or not the investment is worth it, timewise - or if it happens to be needed, dilithium-wise.
This is not a mandatory activity but it is also not a "let's just give freebies to players" type of thing.
Try to keep an open mind regarding the rewards.

That does not mean of course that we might not need to do some tweaking/balancing on our end

Well this all but ensures that I'm not going to bother will it. This turns from "free to play" to "pay to play". Dilithium value per item shouldn't be a consideration but time and effort involved. We add in the Daily pass, quantum pass, 2 layers of campaigns and now objectives designed to use that dilithium for and all frozen begold and a cite on one of the many useless super rare crew we have...
Not that I'm saying monetisation is the devil, we understand that, but more that the balance of give and take has to be on an acceptable level and I can share many of the communities frustrations that we have had nothing but various methods of extracting dilithium instead of productivity.

I did the same, and while at first I was worried everyone would do the same, I realized that if we all do this, even during the event, it will be the best for all (do the battles with the best ship, leave the worst so others can win)The minute I saw this objective I removed all my crew and switched to a weaker ship in arena. Hopefully I drop levels so it'll be easier to win battles during the event.
Same here. Once I spent more than two toughts on it, I realized if enough players do the same, then there should be plenty of ships without crew available to fight.
Just remember to leave a weak ship without crew after finishing your battles, everyone.

Thanks for forwarding the feedback. I understand you can't change this event now, but one easy tweak you could make is to send everyone 10 extra arena tickets via in game mail. They will make the objective challenging but doable and won't require any last minute changes to the event itself.

These objective events are so chore-like, go against basic gameplay, are not at all thematic, and in short aren't particularly interesting (sorry). Here's an illustration of the kind of objective event I would want:
Power Up Objective Event: Ferengi to the Rescue
* Win 20 Guantlet matches using Ferengi crew.
Reward: Behold of Ferengi crew
* Win 10 arena battles using Ferengi ships. (Could have tiers for battles in various divisions, with schematic rewards perhaps)
Reward: Behold of Ferengi crew
* Complete all of Episode 4 (Epic) using only Ferengi crew and ships. (Could have tiers as you complete missions and space battles)
Reward: Behold of Ferengi crew
Behold would be with mixed rarity crew. Could be combined with a purchasable portal, in which case the rewards could be pulls of said portal.
Preferably some event/flavor text wouldn't come amiss either...

Am I the only one getting a bit depressed at seeing the latest new "features"--quantum pass and now an extra premium campaign tier? Feels like they're desperate for some influx of cash...

1) 20 Shuttle missions.
Easy, I can manage 24 shuttles in a day easily. At a success rate of 90%, this should give me 21-22 successes, a bad day maybe 18-20. This is where those stacks of skill boosts would help.
2) 20 Arena wins in Admiral division.
Very hard. It would mean no problems with the RNG, and timing. In addition sometimes battles go wrong, poor connection and the game disconnects, etc.
Even then I will only try it, if I am not playing for the schematics that month, so I can tank my rank in the few days before.
4) spend 400 chrons.
Easiest, I can do this without worrying whilst doing the dailies.
3) 50 Gauntlet wins. Doable if you are aiming for wins and streaks, instead of aiming to do well in the two gauntlets that event. Again as AviTrek said, it encourages gameplay which is against the spirit of the game.
If the event starts on a Tuesday, then load up the gauntlet on the Monday, choose your crew, but don't play any rounds. By Tuesday, you should be at the bottom of the rankings, with players trying to do well. You should be able to get a streak of 20 wins by choosing the easiest, and lowest point rounds, on the first cooldown 4-hour period of the day. The rest of the day should net at least 10-20 wins.
The second day will give a new gauntlet where you can start at the bottom again.
To improve chances of winning rounds, you need to score as little as possible per round, and hope other players win against you, taking your points down, so you get the easiest matches.
One way to do this is to build a hole in your team.
Choose a team with five crew all with the primary skill, and two or three skills not represented at all, or very poorly represented, so that other players target you if they see you.
Or choose a team with four or five skills evenly represented, and the primary skill not represented at all.

As a more “experienced player” (level 99) I have played every day for four years. I have never won all 10 battles in one day let alone consecutively two days. This is like having community rewards set at 10 trigintillion; it does not encourage participation. It is also a bad sign that many intend to tank arena battles so that they can a realistic chance to get a citation. It is like watching a sport from halfway through the season tank to get the number one draft choice. This is so dismal for the fans that to discourage this the NBA has a “play in" game for the truly dismal and a lottery process for the inept. It’s a bad strategy for basketball and for the game.
