Most certainly intended as humour, I'd say. It uses what has become a bit of a forum snowclone to create some form of a transpositional pun. It's also a little bit of a garden-path sentence, because you are likely to miss the difference in phrasing, at first.
Also, it's funny.
Because of how many times someone in that thread expressed shock that "Ru'afo not giving bonus" was "working as intended". So clearly, if Ru'afo is giving bonus in this event, then...
