Irumodic Syndrome Picard doesn't have a 5* outfit and ship ability

in Engineering Room
and uses his 4* outfit four times. Is that intentional?
Additionally, his ship ability seems like there is a number flipped, it has a 12 second initialization, 12 second recharge, and only 4 second duration? That is worse than some 1* ship abilities.
Is it not 4 second initialization, 12 second duration, 12 second recharge?

    Ok, thanks for the confirmation! You may not have seen it while you were away but I also posted something about Ikat'ika. There is a recipe for his 3* armor, which is never equipped, and only used to build his 4* and up armor.
