Voyage only crew

I see the term "voyage only crew" thrown around a lot and I don't really know what that means. I assume it' screw that are good for voyages but maybe not good at other things. Strictly speaking that's more like voyage ideal crew than voyage only so I don't know.

Who are some characters you consider voyage only?

Voyage only crew are crew you can only get through voyages. There are 7 now in total and you used only be able to get one copy but now you can get multiple copies drop.

Voyage only crew means certain crew that are only obtainable through voyages (fierce guinan being an exception as she's also obtainable through achievements) These crew are 4* Super Rares and need certain dilemmas to get them. You cannot get them in packs or the portal (altho, again, I think worf was available in a special pack)

The crew available up until today were:

Lucien
The Clown
Thot Gor
Jannar
Fierce Guinan
Colonel Worf

Two new crew added today are

Ensign Picard
Dr Leonard McCoy

Since my crew has lousy stats, will these missions show up randomly @ the 2 hr mark or how far out do I need to go?

You have to reach at least the 4h dilemma, because for each voyage exclusive crew there is a dilemma chain with at least 2 parts (Jannar, the Clown, Thot Gor, Lucien) or 3 parts ( Fierce Guinan, Colonel Worf). But these dilemmas are randomly choosen, you may get a part2 at 4 hours, but mostly not.
But the first part of the chain may show up at the first dilemma.

I think they changed that because yesterday I got Lucien (my second) at the 2 hour dilemma which surprised because I have never gotten a 4* crew at 2 hours before.

Lucien requires two specific dilemmas be completed with specific choices. Unless there's a bug in the game, it would be impossible to get him at the 2 hour dilemma.
