1. I was torn between posting this in this sub-forum and posting it in the Fleets sub-forum. I settled on this sub-forum because this is not a recruitment pitch and is instead about specific algorithms/mechanics regarding fleet management.

A few Captains and I recently broke away from a bad situation in the fleet we all joined when starting out and formed our own fleet, and with regard to attracting new players who are looking for their first fleet, how does the game determine which fleets to randomly suggest to these players?
I guess more specifically, here is our dilemma; we have thus far attracted 4 new players to our fleet through random chance, and over time all but 1 has become inactive. Our admiral has booted two of them already and we have a third ready to be shipped out, but it occurred to me that perhaps keeping an inactive in the fleet will make our roster larger and therefore might have a positive impact on the game's internal formulas with regard to increasing the chances our fleet is selected for new players to find.
So i guess the TL;DR question is this: does fleet size matter when the game suggests fleets for new players to join?

That is, until your fleet gets up to 40+ Captains, there is no pressure on your to get rid of an inactive player, and so keeping them around doesn't cost you anything.
My experience has also been that on rare occasions a new player starts out seeming to be inactive, but then after a period of time they engage more in the game and become the type of member you are seeking.
That was EXACTLY my idea. My admiral has been booting people after they hit 3 days, but I thought it might be smart to warehouse them to prop up our roster.
Make sure everyone who joins your fleet knows what you expect of them (Message of the Day is a good place to put that info). If they don't hold up their end of the bargain, contact them and ask what's up. They may have a legitimate reason (sudden work upsurge, new baby, death in the family, etc.), but if not, or if they don't respond at all to repeated attempts, then discharge them. Good fleet management also requires a lot of communication from the Admiral to the squadron leaders — having players who are non-communicative is almost as bad as having inactives, imo.
Good luck — you have a challenge ahead of you, but with patience and persistence and a bit of salesmanship, you'll have a good shot at building the strong fleet you're hoping to have.

The Admiral in my former fleet was a poor leader who did not lead. Barely came online at all. I left and set out to prove the better player. Like you guys, I started my own fleet, and just like you, I did not find this easy at first. Please allow me to share insight that worked well.....
Waiting around for the game to suggest your fleet to others is beyond passive, leaning almost too heavily on hope. A better strategy is to actively recruit. Often. It shouldn't matter who the game suggests your fleet to, it should be more important who you suggest your fleet to. In that way, you can be selective with whom to choose to accept. You can have more direct contact from the very start with members, allowing you to inform them of any rules, requests and more. An Admiral should ideally do the recruiting, since it is after all their fleet... Yet officers can recruit as well, should you choose it. The more often you recruit, the sooner you'll fill your ranks and the sooner you'll begin to work on upgrading your start base.
Do you want to rely on ultra-passive chance like hoping the game suggests your fleet to the right people at the right time? Or would you choose to be more aggressive in your search for win to fill the ranks with? The choice is yours. Just don't expect rave results if you favor solely maintaining the ultra-passive approach.

We use the DISCORD app for all our fleet chats (it's free). We're much better organized than many other top-tier fleets in the game, while a heck of a lot more relaxed and much more fun to be a part of. I have numerous other former fleet Admirals who joined me, and we have a world of knowledge and experience to share with you. Sure, we all love the game, and we enjoy playing it often; but we're also a fun family of kooky friends from around the world, who enjoy playing the game together. On top of playing, we also hang out often and share plenty of good laughs, an excellent supportive environment and one another's company.
It's OK if you don't play every day. You don’t have to be a daily player, but the more you play the more fun you’ll have with us. So long as you let me know ahead of time whenever you know you're going to be offline from the game for five days or more, I won't kick you for inactivity. You can send me that message on DISCORD at any time you need to; it takes only a moment. That rule helps keep our fleet as active as possible.
All Captains MUST have a name other than just “Captain” so that others may recognize you. We have no drama, but instead are a close-knit group of good people who treat each other as if we’re both friends & family.
WE’RE ALMOST ALL VERY HIGHLY ACTIVE, and help is never far whenever you might need it, at any stage of the game, nearly 24/7. Whatever your skill level, we can help you.

Free steak & Lobster available from our resident chef upon joining (alternate meal suggestions are possible), drinks available through our in-house bartender/barista/host. Please be sure to tip your wait staff. They're nuts, but they're worth it.
The other is our training academy. We tend to click that plus ➕ button when looking for new captains, and of course its always new players that join, never anyone higher than level 20 or so. We rank at 500—600 in events so perhaps that's a factor for people joining I'm not sure. Generally we boot people after a week to a fortnight of inactivity. After dismissing players were generally full again within a couple of hours or so. Its great seeing new players progress up levels and event ranks each week and become enthusiastic about the game. In the early days I did more recruitment than the admiral because he has to work and so I've lots more free time.
Getting players on discord has been much more difficult, which I feel is a shame because the guides and help available outside of the game chat is just so much better.
