How do charge phases work?

Okay, so there are no stupid questions, only stupid people. Which might make me stupid.

But how do charge phases work? Do I need to press and hold the crew so they start "charging"? Do I just need to wait a while after their cooldown has finished? I can't seem to find anywhere how it works.

    So Dax takes 6s to initialize, you can tell after she’s bright yellow. Then you’d see a progress bar below go from left to right. It’s divided in 2, when the first bar fills up then she’d get the Boost Accuracy of 8+1. If you wait until both bars are full then it’s 8+2.

    I cloak, wait until T’Kuvma is ready to fire then activate Dax, fire T’Kuvma the rest so all get her bonus for attack.

    I had honestly never noticed that progress bar, probably because of all the flashing lights on the screen.
