Can someone explain how the top ranked players are getting +15,000,000 pts in weekend events? ?? You're capped at set threshold.

Points are not capped at Threshold. That is only when the standard rewards end.

You don't get any more rewards but you can keep going for points. Carry on skirmish, send additional faction shuttle's, still build stuff in galaxy events etc.

I didn t see any player with 15m+ VP, what i did see were Squads(total points of 5 players) that were 10m+.

I agree, I don't believe I've ever seen individual score quite that high, though I have seen the number one crank it up to several million (like 4).
As for how? One of three things or a combination thereof:

A) Experience and strategy
MONEEEEEEEEY
C) Independently driving stocks up for either Folgers, Maxwell House, Rockstar, Monster, or Red Bull.
