Why DB? Why?

Isn’t it enough that most of us have paid real money for many of the crew in this game? Plus the cost in honor (sometimes) to bring them to their maximum fusion. And let’s not forget all those chronitons needed to finally immortalize our crew. We’re then hobbled by the fact that we can’t hold onto all of our crew in active slots. That’s alright, I’ve come to terms with that part, and crew management isn’t a necessarily a bad thing. My question is, after spending all that time and resources (some of it actual money), why are we tasked with a cost (even if it is in merits) to unfreeze those immortalized crew, that we froze to free up roster space, when they are needed for an event?

I think rules 2, 10, and 41 fit here.
I use Memory Alpha as my reference, not capitalist enough to have memorized them. That was Rule 95 there.
I was thinking Rule 2 at first as well, however I figured since they changed the costs to be less dilithium I figured that Rule 2 wasn't as on point.
