Why are event packs "locked"?

Can't buy anything related to the event. Saw this last time too....?

    What platform are you playing on? Are purchases blocked (IE on Facebook?)

    Windows/Steam. Restarting the game fixed it...but I've seen this before, where event purchase buttons are grayed out.

    It seems to mostly happen on Steam every so often.

    I've seen it with certain wifi networks where security restrictions mess you up. Try switching to cell service if you can, or change wifi network.

    Yup this. Couldn't buy through Amazon at work. As soon as I switched off their wifi to my phone as a hotspot, everything unlocked.
