Make 3* characters eligible for full, rather than small, event bonus

Pretty straight-forward here: 3* characters are useless, outside of weekend cadet missions, once you hit a certain level. Giving them the full event multiplier would change that, as well as giving newer players a shot at another solid event crew.

There are 3* Crew who feature as part of the Ranked Rewards. This makes them Event Crew. Why not have them get the same 3x Event crew bonus that the 4* and 5* enjoy.
