Usually, after de-cloaking, the ship seems to not attack or to have the fire rate drastically reduced.

I'm using the following crew:
Rare Klingon Dukat FE/FL
Super Rare Captain Klaa ** lvl 70
Super Rare Bridge Officer Troi FE/FL
Super Rare Ardra * lvl 74

I usually use while cloaked the crew in this way:
Klaa>Ardra>Dukat>Ship Skill "Fire Magnetic Pulse">Troi>Ship Skill "Advanced Tactical Maneuver.
