How about a Rura Penthe Collection?

It's not a bad idea, but I think they'd need to add a couple more characters that fit. Four (by my count, unless I'm missing some) is a bit flimsy. Perhaps a more general "Prisoner" collection? Then you could throw in people like Prisoner Burnham and Xindi Prisoner Archer.
