Honor packs aren't refreshing

Honor packs were supposed to refresh at 3:20 PM EST, but as of right now mine haven't refreshed.
The single pull is still available but is showing "Expires in 36m 55s", but the 10x pull just isn't showing.
Other fleet mates are reporting its showing, so I'm not sure what is going on. I've even quit and restarted the game a few times.

Do you remember around what time you purchased the 10x yesterday?
The pack is showing now, so maybe the refresh is tied to the first/last purchase?
I am currently inquiring and will get back to this thread.
