Since this version of Tuvok is supposed to be from The Killing Game he should match the other characters in that episode. Characters such as Agent Janeway, Mdme De Neuf, Colonel Karr, GI Chakotay, and Combat Medic Paris all have the Costumed trait.

While looking at other crew from the episode I see that Resistance Neelix also doesn't have the trait and should.
