So it looks to me that every time you get the campaign equipment case you get more items, the last one got me 5 items but none of them above blue ?

    Someone said it was tied to VIP level? I can't figure it out either.

    That was my experience just now. Unfortunately I had a Dr. Phlox from a voyage I forgot to dismiss, so I got three 1* Civilian Medical Clothings.
