Obrist ENG proficiency error

Obrist's ENG proficiency initially seems to have been reversed. As items change it at level 20 fully equipped his proficiency is (22-22)

    Something is not right? At lvl 20 unequiped mine says 25-25, then stays at 25-25 after equiping, lvl to 30 and equiping again, still 25-25.

    I think it is fine it just means you haven't equipped his proficiency equipment yet most likely, his final fully equipped proficiency for Eng is bad even at 100. mine is showing 43-67 at 100 which seems about right factoring in bonuses.

    I thought I would add Obrist's starting ENG proficiency is (18-12)

    I wonder what would happen. If someone used him on a mission with his minimum proficiency higher than his maximum proficiency
