Temporal Prisoner Chakotay missing Starfleet trait

Is this intended, or an oversight? Not looking for obscure and far fetched theories of justification, but rather a statement of intended or bug. It's not a big deal, and I didn't even notice it until I just tried to put him in a particular slot on my voyage. He is Federation, but not Starfleet.

    For a double-whammy, RAF O'Brien apparently abandons both Starfleet and the entire Federation whenever he pops into the Holodeck for an hour..! Surely resigning, officially emigrating, then later applying for re-admittance into the Federation and re-enlisting with Starfleet every time he uses Quark's facilities must take up more time than O'Brien's actual leisure? I'd always attributed his crankiness to Keiko, but perhaps this is the reason!
