That is just because the card was derived from that Nova Squadron episode. But if the card was derived from the Acting Captain Wesley Crusher episode he would have traits of Drunk, Command, Impishness, and Super Science skills.

I will further support @Matt_Decker in this quest, with the following to 100% debunk this ridiculous idea that Cadet Wesley Crusher should not have the pilot trait because he was a bad pilot; I believe that position can be utterly crushed both ways.
He was on Nova Squadron, the elite flying team at Starfleet Academy. The 5 best pilots at Starfleet Academy were on that squadron, which means that pre-accident, Cadet Wesley Crusher was considered one of the five best pilots in the entire academy. IMO that alone should should suffice as justification...
