Does Desperate Riker have the "Desperate" trait?

Desperate Riker was from a timeline where he and the Enterprise were barely hanging on as the Borg were assaulting and assimilating the Federation. So, it's not that he has a Borg ship, but that he had some schematics of a Borg ship (presumably in order to defend against them, as best they could).

I actually thought it showed good understanding of Riker and that episode by DB that they included this among is "equipment".
