The above ranks are based on 50,000 participants which seems to be about what the original table was designed for. Actual ranks would depend on how many participants there are for that event.
Only the crew rewards are shown, other rewards would still exist and be some of the reasons for the different levels that give the same crew. At 50k participants you get the same crew for position that you do now, at least for the first star. The 5 star is spread out more across the top 2%. Instead of only the number 1 spot getting 5/5 now the top 0.03% get it fully fused.
Community prizes in galaxies could also use this system:
P*6000=300,000,000
P*12000=600,000,000
P*20000=1,000,000,000
So community rewards would rise if more people try to freeload. More steps could be added as well.

I think in order to prevent the number of 'participants' from being inflated, there would need to be a substantial minimum number of VP's earned in order for someone to be counted as having participated in the event for the purposes of this type of ranking rewards system. For example in a Faction event, I do not think sending out one shuttle and getting 2 VP's should count as having 'participated'.
If not an even higher figure, then I would suggest the minimum requirement for 'participation' be at least 18,000 VP's (i.e., the typical requirement for getting the second copy of the threshold 4* crew member).
Your rank could always drop as people surpass you, but with a percentage system your position will also *improve* as more people enter below you. The only new surprises would be pleasant ones!
