It depends on what you mean by “getting blown up through cloak”. If some instant damage destroys your ship in a couple of seconds after cloak is engaged - that’s pretty normal. If you continuously get damage when cloaked no matter for how long cloak’s been active - then it’s not (unless it’s boarding)
Getting hit by an instant damage crew 2 seconds after the cloak is engaged is not "normal", but it is how the T'Ong (and others?) function when the AI is playing them. This bug has existed for a long time, but that doesn't mean we should accept it.
Just to compare - try going up against a Bounty with T'Kuvma or a T'Ong with T'Kuvma. Against the Bounty, you can engage your own cloak milliseconds before T'Kuvma activates, and you will not get hit. Against the T'Ong, you can activate cloak a full second before T'Kuvma activates, and you will get blasted.
(Disclosure: I use the Bounty, so I don't know if this behavior holds for a T'Ong vs T'Ong battle. But I assume it does.)
