I believe the faction store is its own beast. They need to be assigned to specific factions, and I don't believe DB does that with any regularity.
Kurn, for example, was originally from one of the infamous "best chance of" packs. He then somehow missed several portal updates but was availble in the Klingon faction store.

Injured Torres popped up in a voyage for me and Indignant Seven was in Dabo today, but I can't confirm faction stores yet.
