All Offers + dilithium shop locked on steam

For last 2 hours the limited time offer, time portal offers + dilithium shop have been locked on steam.
Restarting computer and restarting steam 30+ times has not helped, all offers remained locked

    All offers are open now after gets down to where there is't enough time to get in few more 1 hour 30 minute shuttle.

    That's too bad, its happens alot, but usually a reboot fixes it first time. Try submitting a ticket, never know...
