Not sure I'd go along with calling Kortar mediocre, exactly. I mean, he was a lot more impressive when he came out, but even with newer, more powerful crew who've come out since then, he's still my 6th best base SEC and 10th best combined SEC, plus 12th best combined CMD.
It's true that he doesn't get a whole lot of usage, but then I could say that about a lot of otherwise really strong crew, as well.
You're of course right about Sisko surely showing up as event bonus crew a lot more often, though.

Lily had a respectable voyage score and Kortar has good levels, but neither would be on my short citation list and at 1/5 would never see service while Sisko has some small hope even though his numbers are arguably the worst if the bunch.
I look at the 1/5 numbers unless they are good enough to cite. I've been around long enough now that I have significant other crew.
I had three beholds in this pull. Two were nothing but FF cards. The third was last star for Mirror Archer vs third star for Eddington (third option was FF); went with Archer. The schematics were useful too. So not a terrible pull, all things considered.

Kortar remains quite solid for me as well, when FF. At 1/5*, however, I don’t know that he’d be better than an admittedly bad Sisko variant on account of the event potential. All depends on how many citations would be involved and how many Sisko/Bajoran events might be on the table in the future.
The initial YAY A BEGOLD wore off quickly. Took Quark. A fun DS9 episode and more stars on Kira and Gowron aren’t that useful to me. Quark also has a ton of traits.

Yeah a bit of an odd one. Those ships are among the more difficult ones to build and they both sit at 450/600
