Question RE Sequence of Skills in a Shuttle 'AND' Slot

When selecting a crew member to fill an 'AND' slot for a shuttle mission, does it matter which of the 2 skills are listed first? Please see the attached screenshot for an example - the second slot is DIP & CMD, whereas the third slot is CMD & DIP. Is it the case that these are in fact equivalent with respect to the crew needed to fill them? Or does the former need a stronger DIP crew, and the latter a stronger CMD crew?
Put another way, does the sequence in which the 2 skills appear in an 'AND' slot for a shuttle mission matter?

    I believe the official line on this is that they are the same. What do you see when you try it?

    You should also be aware that there is speculation that something is up with AND slots ...

    From my experience sequence does not matter.

    What should matter and doesn't (in the on screen percentages) is if you apply a boost to the higher or lower skill. Applying it to the lower skill should have a quarter the impact of applying to the higher skill, but the displayed percentage is the same either way.
