Possible change for Faction/Galaxy Events

I don't know if this is actually the way things work in game-play, but could the Victory Points earned in Faction and Galaxy Events also go toward your Reputation Points for the specific Factions?

In the faction part they do. When they introduced the Borg all It took was one event and I was honored in that faction
