Steam Window Not Resizing

The handful of times annually I play on Steam I resize the game window to make it easier to navigate. Never had any issues until today. The window won't stay smaller. It randomly goes back expands back, sometimes immediately, sometimes after a minute. It is infuriating.
Has anyone else noticed this?

    I have that on my tablet with Windows 10 installed (Samsung Galaxy). It doesn't happen on my PC Windows 10 version.

    What really grinds my gears is that I would love to have it at 50% of the screen, vertically side-by-side with a browser. Nope. If I [Windows Key] + [Arrow] to dock the app, it re-centers the app with that half screen size in the middle of the screen. Dragging the window resets it to the app's desired resolution.
