New feature idea: Starfleet Academy

This is my suggestion to help with rosters full of partially fused cards. You can send these cards to the Academy. They won't count against your crew limit. But you can't use them again untill they graduate (you add a star).
You can send a limited number for free. Say one per captain level. You have to pay dil for more.
A possible variant, you send a batch of cards for high intensity command training. Some flunk out, and don't return. Others graduate, and add a star.
