The added bonus of the 10 SR citations is I need one Ferengi and two Cardassians for collections. I don’t base any part of my game on collections but now I only need one of each of those, then put three citations of each to get a boost in COM and DIP

Yeah, that's a crazy high number. At last count I was at 50-something 5/5 crew. But maybe, just maybe, I have more 5* crew who aren't FF, 'cause didn't you also say you frequently airlock Legendaries you don't want/need? Or am I misremembering that?

You remember correctly. I do dump alot of 5*’s. There’s just so many I would never get to citing up and if they aren’t at 5/5 they will not help me
