QOL improvement for building - thanks DB!

I'm genuinely not sure when this change happened, and heck I might have missed an announcement or thread completely, but I started noticing recently that the "rare rewards" no longer seem to appear in the missions list when I'm looking to run missions in the build screen.

It's a small change, but one that we've been wanting for a long time, so thanks again DB!

It was always inconsistent from item to item. So you probably just got "lucky".
