I dunno. This seems weird to me. We keep getting Klingons and I wouldn't mind some more Dominion crew, in particular, but that kind of balancing seems right out of whack.
I'd be inclined to merge the Ferengi and add Vulcan (there are 28 Vulcans in the game) and maybe replace the Hirogen faction with a Borg faction centre (there are 16 Borg). What do you think?

I wonder what would happen if there was a Ferengi civil war.
This was supposed to resolve the two Ferengi faction issue. But it didn't.

I was thinking rather than a Borg faction, it might be cool just to rework the Hirogen faction into a broader Delta Quadrant 'coalition' of sorts, that could include the Hirogen, plus others like Kurros, Tash, Danara Pel, APU3947, Fesek, some of the Delta-specific Borg crew like Icheb and Riley Frazier, that sort of thing. With Voyager being so heavily standalone episodes there's a mountain of one-shot Delta Quadrant characters, but without a faction to fit into I feel like maybe they seem disconnected from the rest of the game, and that may be a reason we haven't seen more of them.
Haha there was even an event! Lol. That was before my time. How funny. Perhaps we need a rerun of that event to get it sorted properly.
