A quick convergence day question

Are the characters we get on convergence day only obtainable during convergence day events, or are they like any other Character(except honor hall and gauntlet) that can drop at any time?

Also, what are the characters that have been released if the previous years?

Note all of the above are available from the normal premium portal. Seven in Silver was added to the portal loot tables a few weeks after she was released.

Right now, the only way to get McCoy is from the 1-time claimable spot in the portal (with a 90 day countdown before it disappears), and then 3 additional copies from the temporary achievements that end in a month. Once the 90 days is up, in theory, you won't be able to earn additional copies of him, unless DB adds him to the regular portal loot tables, which is always a possibility but also could be many, many months in the future.

I believe this is unknown at this point. Unless I am remembering incorrectly...
1 Year Convergence Day Quark became available only after a portal update (but was available in event packs on a limited basis)
2 Year Mariachi Q became available only after a portal update (but was available in event packs on a limited basis)
3 Year Seven in Silver entered the portal immediately
4 Year McCoy TBD
