Full-screen mode on laptop using Steam

I have a desktop and a laptop, and at various times I use the desktop to access the game. I'd like to do so on my laptop, too... But there's a problem.
For some reason, when I open the game there, it comes up in full screen mode. I don't mean "maximized" - I mean full, can't resize, can't see borders or start menu or anything else mode.
This is problematic because the reason I play on my computer is so I can have one window open to Netflix while I'm mindlessly grinding skirmishes and such, hah.
I'm using Steam, and I've been all through the Steam settings and can't find anything there to fix it. Any ideas?
