Voyage Dilemma Prerequisites

Hello Captains, Officers and Admirals; I have been getting the "Option Locked" message in my voyages (around hour 6 or 8) stating "Unlock this option by meeting the required prerequisites" Can anyone offer assistance / explanation? Thank you!h9qobz9ib4a1.png

    The wiki list the dilemmas and what choices need to be made for the multiple choice dilemmas

    In other words, at the link below, you will see that certain previous dilemmas would need to have had a specific option chosen in order for those missing options to show up in the dilemmas you posted.
