Viceroy-cannot equip built items

have built the Reman pistol 4 times now and can't equip. I shut down game and restarted. Windows App, version newest i beleive.

The screenshot is cropped a little closely but it looks to me like you need to level him to the next multiple of ten first before any of those items can be equipped.
