That was the big clue she wasn’t actually a Vulcan. No inner eyelid.
Have you ever seen Romulans wear shades? Vulcans share a common ancestry with Romulans. Both evolved on the same planet and likely both have inner eyelids.
She's just a really big Blues Brothers fan. Or maybe ZZ Top.
Actually, I think it may simply be a power move. And not only do they lend that extra bit of authority to her character, but the dark lenses make it harder for the other person to be able to read her, since they can't see her eyes. A Vulcan would of course have no need for such deception, but a Romulan…
And to your question, Apollo, it's interesting — IIRC, there aren't a lot of people in Trek who wear sunglasses, period. Archer and Trip on Enterprise sometimes wore them when they were on sunny planets, I know, and DS9 & Voyager had characters occasionally wearing them on the beach, but on TNG, they weren't really employed except as an accessory.

It did look a little weird in a universe where no one else is wearing them and they do not even look futuristic in any way. They did not need to show she was untrustworthy because they revealed early on she was evil so there was no twist or surprise.
But we saw that Archer, Trip, Barclay and La Forge were wearing sunglasses.
