Campaign upgrade: targeted beholds

Instead of just offering the current campaign track crew, replace them with a targeted behold. This would offer the same three choices all month long. One option would always be the new crew of the month. The other two would be previous months offerings, on a rotation.
Along with the new choice, the crew from months #1 and 2 are available this month. Next month, there is a new choice, or old ones from campaigns #3 and 4. As a possible variation, also include old recurring mega crew.
The main intent here is to give newer players a chance to pick up good crew they missed out on.
