Drop rate of 2* time reduction boost in Basic Boost pack

Not sure if this is the best place to bring this up or not - but wanted to bring attention to the drop rates of the 2* time reduction boost that is only available in the "Basic Boost" pack.
I've conducted 3 separate "experiments" if you will to see what the drop rate is. The goal was to see how may pulls it took to get four 2* time reducers. These were conducted on three separate, not during the same day. Typically they were done in preparation for a Faction event. The Info button on the pack says that "2 star boosts : 15%" this may be entirely true for the total of 2 star boosts. However, the 2* time reducer is a truly elusive treasure.
1) 53 pulls for four 2* time reducers
2) 62 pulls for four 2* time reducers
3) 57 pulls for four 2* time reducers
To get to my point - one can argue that the drop rate for the 2* time reduction boosts is one of the worst drop rates in the game. Would it be possible to see if these are dropping "as expected" or if there is a way to improve the drop rates?
