Voyage Stuck...on REPEAT

Not the usual "Voyage Stuck" problem. This one is based on the fact that I run Voyages every day, and more often than not, I have the EXACT SAME Ship & Skill combos come up.
For instance, Today is the 17th Voyage in a row that the Ship has been "Ruthless", and the Skill Combos are MED primary and ENG secondary.
I have tried:
This gets so frustrating I nearly want to throw my iPad or iPhone across the room!
Once in a while, it will change for 2 or 3 in a row and will be random, then it will inevitably 'catch' again and be the same over and over for at least 10+ in a row same skills/ship combo, and in fact most of the time (if not all) the Crew Traits are also identical.
At one point, changing ships, bridge crew and moving location on the galaxy map seemed to release the repeat, but I think it was just the RNG coincidentally rearing up and the same time I needed it to change.
Anyone else have this problem? I am at a loss for a fix at this point.

- running on minimal AM
- running the Voyage to depletion of AM (several times)
- restarting game
- switching devices
- start/stopping Voyage for various lengths of time
- combinations of the above.
