I'm assuming that's the EMH doctor? What episode is that from?
If you're talking about Dr. Van Gogh, then he's EMH from the episode used as the premise for the mega event: Before and After.
Wow...that wasn't helpful. Thx. You couldn't just answer the question huh? unbelievable.
The conversation has meandered a bit since the original post. Folks are talking about children in various series and activated Dahj. Your question about EMH is out of the blue, so I have zero context. I can only assume you are asking about the original post. If you want better answers, ask better questions. I will try to be helpful, but your snark is counterproductive.
Darth Skippy, the Memory Alpha website is your friend, for answering pretty much anything about Star Trek. A quick Google search typing in {doctor van gogh} and {memory alpha} would bring you the information faster than waiting for someone here to answer your query. Anyway, as Prime Lorca said already, Before and After is the name of the episode.

The Doctor Hologram from Voyager tried out the name Vincent van Gogh in the episode "Before & After", Skippy.
"Before & After" is the episode the current Mega Event expands off of. Granny Kes, Suspuria {the Mega Recurring Legendary} and Linnis Paris are all also from "Before & After".

I'm disappointed the new ship is a 4*. If they're going to make a new ship trait it should really be a 5*.
I’m good with a new 4* ship... if it does something to rival the Sphere. I’m tired of that ship being the only realistic option in Captain arena.
I'm okay with new 4* ships. I just don't want them to have new traits. For example I'd be okay with the old Romulan Warbird from Star Trek: Picard being a 4* as we already have a 5* Romulan ship.

Nothing wrong with a new 4* ship, but after the freighter trait we can expect the tholian trait popping up for voyages. Basically a stealth nerf because the chance you get no bonus trait just got bigger.
Fingers crossed for Sharpshooter. [edit: yes, Marksman - I was saying that because the skill is rather uncommon, and forgetting its name underlines the point!)
So now that an actual child has been added to the game, I suppose that opens the door for young Naomi Wildman and young Alexander, among others, eh?
Hope is hopeful.
Rascals, FTW!!!!!
I always figured the rascals would have previously been exempt from (what we all thought was) the "rule" about no children being added to the game, since they were technically adults in children's bodies.
Suspiria might have shown us the way for "Rascals" to be included. Imagine this:
A portrait of, say young Picard, and a "force ghost" image of an adult Picard behind him.

I haven't got that far yet watching, because of my phone quitting, so cannot address accuracy to the show. But, she looks great!!!!!
You will like that ep when you see it. Best of the Picard season.
I don't always agree with Apollo, but I do this time. I found it more memorable than everything else, except Sinister Picard.
My favourite part was probably the parts with Seven and Hugh, I liked Stardust City Rag for the most part but I thought they went a little too far. The part with Icheb was too much.
Picard Spoilers:
Not only because it was gruesome but also because they used Icheb as a plot element, just so it would make sense that Seven wanted revenge on Bjayzl, I feel Icheb deserved a lot better than that, but that’s just me.

That got me, love it. Would we have to add it to Kirk’s traits as well?
I’ll be interested to see how the new auto-run features of skirmish work with an event; my tapping finger will be grateful but I imagine the top scores will be astronomically high so there go my chron reserves.

That's an adult in costume. It's a human sized bipedal Rabbit which wears clothes.
Beside one of his traits is Costumed.

This thread just got so much more entertaining to me. Y’all are smart, and I am glad I get to hang out with you here online.

Yeah the sinister Picard episode would have been amazing if it had not been bookended by darkness.
