Cracks in the Wall Dilemma Choice C Allowing First Author Part II

As the title says, I've had multiple times now where choosing choice "C" in the Cracks in the Wall dilemma (ignoring the distress call) still allows "First Author" to appear, when it should not.

I usually choose choice A, but then I never choose C in the second half because the schematics are useless to me. They simply don't have newer ships.

Choosing part C in ‘Cracks...’ does not prevent ‘First Author’ from appearing. The only effect it has is that you will only have 2 choices instead of 3 when you get to ‘First Author’

There are only 5 part 1 dilemmas where making a specific decision will prevent the later parts from showing up. I have confirmed this to be true on multiple occasions.
