Bartender Tuvok missing from the portal.

@TemporalAgent7 piqued our interest yesterday when he said this:
I imagine his bot looks at hundreds of behold images daily so that was definitely a red flag. I searched through these forums, Reddit, and the STT Discord for any beholds with Bartender Tuvok (released 19 months ago). I found many dozens of other Tuvok beholds, but only two for Bartender Tuvok - one on Sept 6th 2019 during this Elusive Treasures pack where he's listed as being in the pack and one on April 28th 2020 which was during the EV Suit Tuvok/Vulcan collection pack.
He was also unconfirmed in the most recent portal update confirmation thread.
Given his age, the fact that crew for several months before and after him are in the portal, and him not being a special release (an event reward for a re-run), I believe he was overlooked in a past portal update. If this was an intentional withholding, that would also be great to know. Thanks!
