I've noticed in the last couple of voyages I've run that 3* characters are now dropping as standard dilemma rewards instead of the usual 2*s. Is the RNG a little wonky or is this an intended change?
It's not as useful for me as I have most of the 3*s now, but it doubles my honour gain at least, and the 3*s are better rewards for newer players. So if intended, good work DB.

8 hour dilemma yesterday dropped a 4* after the 6 hour had also..
Typically.. (RNG pending) if I get a 4 on one, I don't on the other. So it was a good haul.
Lol just too bad it was UC O'Brien (who after not having a second star drop on him in 15 months, machine gunned for me last month and is now nearly immortalized) And Captain Q (1st star)
Who is pretty weak stats wise these days. Great art. But not as strong as human Q who is also nearly Immortalized.

I'm pretty sure this has happened from day 1, subject to RNG. This is evidenced by the dilemma wiki page.
I've had it happen both ways for a while. I cant say from day 1 as my memory is not THAT sharp but I remember it distinctly happening in October. It usually came with a display bug for me where I didn't get a pop up telling me what character I got, but they were in the log and in the rewards to claim.
That always annoys the crap out of me. I think it should be:
Dilemma 1 - 2*
Dilemma 2 - 2/3*
Dilemma 3 - 3*
Dilemma 4 - 3/4*
Dilemma 5 and up - 4*
You should NEVER get a 2* or 3* for anything over 10 hours because you have to spend dilithium at least a couple times to get that far.
I wish that were the case. My last 2 10-12 hour voyages were 2* crew drops and/or 3 or 4* equipment (instead of crew!) at the 10 & 12 hour dilemmas.
I think people are answering you without mistaking what you said. There has been no change. If you look at the Voyages Wiki page under Dilemmas, expand the "List of Dilemmas" that I made. It shows the rarity of all Dilemmas. There is RNG involved and sometimes you will get a 3* or 4* component, or 600 ship schematics - there are some Dilemmas more prone to these other rewards. But most will give you the honor/chrons/crew based on the rarity of the Dilemma:
If the rarity is a 2*, you will get 30 honor/30 chrons and either a 2* or 3* crew.
If the rarity is a 3*, you will get 60 honor/50 chrons and either a 3* or 4* crew.
If the rarity is a 4*, you will get 100 honor/75 chrons and a 4* crew (a few have reported getting (5) 5* Rations rather than crew here - which may explain my 1 and only time I got (5) 5* rations received on my second Voyage after introduction).
I see people adding to the Wiki that they received ONLY honor/chrons WITHOUT a crew member. I'd like to see their log to believe it. While I don't put it past DB and their wonderful coding, in 73 Voyages and 292 Dilemmas, I've never seen this. After making a choice, I have seen the fly-in show the honor and then the chrons without showing what crew member dropped... but when I go to the log it ALWAYS shows the crew member that was rewarded. I suspect it's a bug with the fly-in sequence that bugs out when trying to show the crew member.

Not uncommon. It is possible to get a 3* or 4* Dilemma at the 2h mark. If the 2h Dilemma gives an "other" reward, you may not see honor until later or until you get to the 4h Dilemma. I can bet, though, that some other reward was higher than normal... whether it's chrons, credits, rations, or components. When something is lacking, something else is not. I find that when the "RNG" starts spitting out extra 1* and 2* crew before the 4h dilemma, I usually end up with 3 to 5 3* crew in the 4h to 6h range, and then 2 to 8 4* crew between 6h to 12h range. I definitely extend these Voyages as there is a higher chance of more 4* crew payout. On my recent Voyage of 11h 43m, I received only 3 4* crew and 4 2* crew - no 1* or 3* at all. However, I received 140 trainers (25% higher than my highest recorded), and 73 2* components (normal runs of this length have 35-40). I thoroughly record every Voyage... if there is a consistent change that's noticeable over multiple consecutive Voyages, I will be the first to report on it with data to back it up.
