I still think it would be more fun to speculate about wether the existing or new will be an EMH or maybe a scoundrel event. Although it's possible Kelis could get the musician trait. That could mean the trait bonus in the next is musician. That could be why Holonovel gets small bonus.
On the other hand, if you understand the difference between "bonus crew" and "event crew" (i.e. how events work), and actually read the announcement, it was perfectly clear.
No, that's not correct. Shan's phrasing for event notes does not specify two groups, one labeled "bonus crew" and one labeled "event crew". Scroll up and read it again.
Meh, what the heck, I'll save you some time. The note on Holonovel Doctor includes: "the 4* ranked reward, Holonovel Doctor, will be a bonus crew for the event starting on 11/12" (emphasis mine).
Now let's see how Shan describes bonus crew:
"Bonus crew:
• high bonus: event crew
• small bonus: variants of Riker, Bashir, Culber, and crew with the Physician trait."
Y'see? Holonovel Doctor was not described as "high bonus" or "small bonus" (the two groups DB/TP use to differentiate), merely "bonus", which means that we were not given enough information to conclude whether Holonovel Doctor would be "high bonus" or "small bonus" (i.e. how events officially work). And it's not been fixed this time.
If the announcement had said, 'the 4* ranked reward, Holonovel Doctor, will be a small bonus crew for the event starting on 11/12', then you would be correct, ChaosChild.
If only you'd bothered to read it properly!
In the context of events, crew that are designed as event crew rather than trait/variant bonus crew are designated separately:
Ranked Reward 5*: Kelis (New) - this crew will be featured event crew in the event starting on 11/12.
<snip>
Holonovel Doctor, will be a bonus crew for the event starting on 11/12
If the Holonovel Doc were an event crew rather than just a small bonus crew, we’d know.
No, that's not quite right. You're right that if the specific wording "featured event crew" (or similar) had been used, we would have known Doc was featured event crew for sure.
If accurate wording had been used to specify small bonus crew, then we would have known Doc was small bonus crew for sure.
But in the announcement above (as well as in my comment you just quoted), it clearly shows that featured event crew are a subset of the "bonus crew". Hence, simply saying "bonus crew" doesn't tell us which of the two groups it is.
Here, let's see it for the fourth time in this thread to just to be clear
Bonus crew:
• high bonus: event crew
• small bonus: variants of Riker, Bashir, Culber, and crew with the Physician trait.
See? There are two possibilities for "bonus crew". Event crew is one of the possibilities.

See? There are two possibilities for "bonus crew". Event crew is one of the possibilities.
To avoid getting caught in a loop where we argue that “event crew” only is used on high-bonus crew and “bonus crew” therefore describes everyone else versus “bonus crew could go either way even if ‘event crew’ is used elsewhere,” I will agree that there is a better, more concise way of labeling crew: “event crew” should only mean the 3-4 featured crew that receive the maximum event bonus, and anyone else that gets a bump from matching the featured trait(s) and/or due to being a variant of a featured crew should be called “small bonus” crew.
The only place where those two appellations could get confusing might be in Skirmish events, since there’s the whole-event trait/variant match plus hitting either one of the two traits featured in a particular battle. But since those crew aren’t listed in the event notes anyway, I don’t really see any problems coming up as a result.

Has it been pointed out or have I just missed it, that Kellis might to have the Musician trait in addition to Writer as he was like a bard or minstrel and Holonovel Doctor also has this trait?
Maybe Musicians will take the bonus. That would give a decent pool to choose from, plus I can think of several musicians/variants that can be added. O'Brien, Data, Spock, and Trip are all known to play an instrument, but I can't think of a version with them playing it.
If the LTO's are a clue, I know what I'm guessing the new 4* is though- Joran Dax. He was a musician. Jazz Odo is a musician and Zhan'tara Odo counts as a Dax. If we get Joran as the 4* and Musicians get bonus, both those Odo's work in the following event.
Maybe Kellis wants to do a play and needs help. Say Galaxy/Faction hybrid, with us building sets and making costumes in the first half and either transporting his acting troupe to shows, bringing in the audience or both in the second. It is school play season in some areas.

So they didn't change the Holonovel Doc as the 4* ranked reward. Does this mean they forgot to change it to a different 4* for the bonus crew for the following event, or does it mean that we can expect EMH variants to be bonus for the event starting 11/12?

however the 4* ranked reward, Holonovel Doctor, will be a bonus crew for the event starting on 11/12.
You can expect Holonovel Doctor to be a bonus crew next week(presumably small bonus). You won't know if all EMH will be until Friday. It's possible that something like scoundrel or musician will be the bonus trait which won't cover other versions of the EMH.

Holonovel Doctor has no traits in common with Kelis, so if it's a trait-based bonus the event may be a bit disjointed. Note that I'm not saying it won't be a trait-based bonus, just pointing out the issues.

That doesn't necessarily mean anything, as an event crew doesn't have to have the same trait as a small bonus crew would need. For example, Tummy Ache Riker doesn't have the "physician" trait that's a bonus for this present event.

The the follow up event last time was Leisure Time. The event 5* was Claymore Scott, the event Trait was athlete (if memory serves). The 4* was Tee EMH, and 9er Kira. Clay Scott doesn't have the athlete trait, the other two do. So based on history we should not expect Kelis to have the event trait. (Yes. I know Leisure Time is not the follow up, I'm just using it as a relevant example)
As I and another here have suggested, musician is most likely the Trait for which he receives the small bonus. Bases on the offers this week, I also agree that we likely getting a new Dax. It's also possible Odo however, my official guess is the existing will be Relaxed Number One to tie into season 3 of Disco. The music trait because she has few variants
We are on day 2 of the current event, which is a Faction event with "physicians" as bonus crew. I am operating two accounts, and for BOTH days of the event so far, MED has been one of the feature skills on my voyages on both accounts. Really hard to not think it is intentional.
It seems that this event is not popular. It seems few are participating.
Not a surprise. It's a flashback, and the 5* isn't really worth chasing. Not many people are going to be interested in a character from a one-shot episode unless there's something special about them in-game, and there really isn't with this one. It's basically a pointless event, unless you're a fan of that particular episode.

Happy looking fellows. Are they worried about the election?
Best response ever.
Two of them look like they need a doctor and the doctor looks like he has bad news for both of them.
