Question about Daylight Savings

Question on clock changes and how time-dependent issues work in ST:TL, mainly because I have too much time to think about the little things...

Weekend events typically conclude at 1700 UTC though owing to a difference when clocks go back between the USA and other countries, in October there are one or two weeks when these events conclude at 1600 UTC.

In the summer when clocks go forward, you get free chrons between 1300 & 1500, 1900 & 2100, 2200 & 0000 but in winter, the periods are 1200 -1400, 1800 - 2000 & 2100 - 2300. Also the Dabo wheel reset and the Daily Challenges are affected.

Is there a reason why weekend challenges always finish at the ‘same time’ so to speak whilst other events in ST:TL change with the seasons? Is it something that could be amended in a future update or is it not so much of an issue?

Or is it all down to the anomaly in the Devron system sending out anti-time thanks to inverse tachyon beam convergence?

The simplest might be that events are handled on a server somewhere that doesn't observe DST, while the servers for other tasks are in a place that does.
