If that where my roster, this is exactly what I'd do:
1. Use them on Homesteader Janeway. She has great bases, great voyage ability, and is a great Janeway variant. (And, she's not in the portal yet.)
2. If not that, save the cites for the next mega card that you could use at 5/5. (EV suit Spock would be a good example.)
I agree with all of that. I thought Janeway was in the portal, but if not, then she's a good choice too.
Now that the OP has gotten plenty of feedback, is it ok to answer the original question of “what should I do?” with... post this in “Ready Room” instead of “The Bridge”? 🤔😉
