4* & 5* Citation drops. Voyages and Pack Pulld

Now that all Premium packs have at least 1x 4* Behold. Developers need to consider adding 4* & 5* Citations to Premium packs, Event packs & Voyages. A 5* Behold is 1.27% so why not make a similar drop rate for Citations

    I can't see that happening, to be honest.
    They tried out having two legendary citations in the campaign, but seem to have decided against that going forward (at least for now?), and have chosen not to put citations on honor sale so as not to hurt their profits. I doubt they would ever consider giving away legendary citations for free in voyages or portal drops.
