Completing the skirmish event only yields a 3* Dexter Remmick, correct? The 4th * would need to come from opening packs or certs? And this is generally true for all non-Faction Mission events — threshold rewards only take you to 3* for the new 4* crew (when applicable)?

The only event type that gives the fourth star is Galaxy. Both Skirmish and Faction events will leave you with a 3/4 purple.

You may get lucky and get him in a dabo like I did yesterday. The purples that show up are ones in your crew often. Get rid of purples you don’t want and increase the chance he will be in your dabo tomorrow.
