Georgiou was disguised as an admiral to avoid having to explain her situation to the Earth Defence Forces. She was not part of any undercover operation like she was for Section 31. She did not act in an undercover role in any way during her brief depiction as an admiral and thus should be no different to any other costumed character. Like Determined Paris.
